The Investigative Committee opened a criminal case on the negligence of employees of the local department Rostekhnadzor in connection with the death of the miners of the Listvyazhnaya mine, according to the website of the UK.
“A criminal case has been initiated against the chief state inspectors of the Belovsky territorial department of the Siberian Department of Rostekhnadzor, suspected of committing a crime under Part 3 of Art. 293 of the Criminal Code (negligence, resulting in the death of two or more persons by negligence), ”the message says.
According to the UK, in November of this year, Rostechnadzor inspectors drew up acts on the inspection of the roadway (underground mining), but in fact they did not check it.

The official representative of Rostekhnadzor, Andrey Vil, said yesterday that 127 inspections of Listvyazhnaya were carried out in 2021, 914 violations were revealed, a suspension was applied 9 times, and the total amount of fines amounted to more than 4 million rubles. “In case of detection of violations that pose a threat to life and health of people, the work of facilities is suspended. For the revealed violations, both enterprises and officials are fined. In practice, Rostechnadzor usually asks for the maximum sanction, but the final decision is made by the court. If violations are not eliminated, the sanctions are tightened. It is difficult not to correct the recorded violation, ”he explained.
On the morning of November 25 at the Listvyazhnaya mine in the Kemerovo Region there was smoke… Then there were 285 people in it, of whom 239 were evacuated. Another 46 miners remained in the mine.
By 11:30 am power reported the deaths of 11 miners, and in the evening a rescue operation suspended due to the high concentration of methane and the threat of an explosion. On the morning of the next day, November 26, the Governor of the Kemerovo Region Sergey Tsivilev confirmed that the remaining 35 miners pronounced dead… Six rescuers were also killed.
On the fact of the incident, the Investigative Committee opened a criminal case on violation of the industrial safety requirements of hazardous production facilities, which inadvertently entailed the death of a person (part 2 of article 217 of the Criminal Code), the regional prosecutor’s office organized an inspection.
According to preliminary data, the cause of the emergency was an explosion of methane from a spark, said Deputy Prosecutor General Dmitry Demeshin.
A TASS source, in turn, said that there was no explosion. According to him, coal dust caught fire in the mine, and the smoke spread throughout its area through the ventilation.
