Prime Minister Justin Trudeau’s statement comes a month after the number of study permits for international students in Canada was limited. Trudeau said his government will reduce immigration numbers by 2025 and create strict rules for businesses about why they can’t hire locals.
“We are going to have fewer temporary foreign workers in Canada,” Prime Minister Trudeau said in his social media post on Wednesday. We are introducing stricter rules for companies to first demonstrate why they cannot hire Canadian workers.
With this measure by the Canadian government, it will be more difficult for immigrants to find work and settle in the country.
reuters According to the report, a Canadian government source said the country will welcome 395,000 new permanent residents in 2025, 380,000 in 2026 and 365,000 new permanent residents in 2027, down from 485,000 this year. The source stated that in 2025 the number of immigrants will be reduced by around 30,000, reaching around 300,000.
Housing prices are increasing in the country.
Canada has welcomed immigrants in the past to boost its economy, but in recent years the Trudeau government has faced pressure from Canadians as housing prices rise as more immigrants settle.
Many Canadians are struggling with a housing crisis caused by rising interest rates that began two years ago. Compounding the problem is the influx of immigrants, which has driven the country’s population to record levels, Reuters reports. This has further increased demand and housing prices.
A growing proportion of the population believes there are too many immigrants in Canada, polls show, and the issue is expected to remain in the headlines until the federal election due before October 2025.

There will be a reduction in student permits
Trudeau said his government will issue 35 per cent fewer permits to international students this year and has also talked about cracking down on people who abuse the immigration system.
Trudeau also said the number of international study permits will be reduced by an additional 10 percent in 2025. According to the government, Canada plans to issue 437,000 study permits in 2025, down 10 percent from the 485,000 permits issued in 2024. This number will remain the same also in 2026. In 2023, Canada approved 509,390 permits and in the first seven months of 2024, 175,920 permits.
In early January, the government had announced a cap on the increase in the number of international students for the next two years, so student numbers are expected to decline by 35 percent in 2024 compared to 2023. In recent months , Trudeau’s Liberal Party has seen a decline in opinion polls as Justin Trudeau comes under intense pressure over increased immigration, which is straining the country’s housing and social services.
