India has imposed anti-dumping duties on five Chinese products for five years. These items include isopropyl alcohol, sulfur black, clear cellophane film, thermoplastic polyurethane, and frameless glass mirror. According to PTI News, India has taken this step to protect domestic players from cheap imports from China. According to PTI News, these duties were imposed because the above-mentioned products were exported from China to India at lower than normal prices. According to the news, the government has imposed duties of US$82 per ton and US$217 per ton on several Chinese companies on isopropyl alcohol, which has medical and industrial uses. It is also used as an antiseptic and hand sanitizer for skin and instrumentation. A tariff of up to US$389 per tonne has been imposed on sulfur black imports, which amounted to US$4.3 million in 2023-24. It is used to dye fabrics, paper and leather.
How much anti-dumping duty will be imposed?
Similarly, imports of thermoplastic polyurethane, which is used in the automotive, medical and electronics industries, will now be subject to anti-dumping duties ranging from US$0.93 to US$1.58 per kg. The anti-dumping duty on transparent cellophane films used as packaging material has been set at US$1.34 per kg. In 2023-24, the total import of the product was about 60 million dollars. An anti-dumping duty of US$234 per ton has been imposed on frameless glass mirrors.
Dumping investigation launched
These charges were imposed after the DGTR, the investigation arm of the Ministry of Commerce, made recommendations. Earlier this month, the DGTR launched an investigation into alleged dumping of six products, including certain chemicals, cold-rolled electrical steel and black toner cartridges, imported from China following separate complaints from domestic players. Directorate General of Trade Resources (DGTR) 1,1,1,2-Tetrafluoroethane or R-134A from China; acrylonitrile butadiene rubber; some antioxidants; Polytetrafluoroethylene; Black powder toner cartridge; and investigate dumping of cold-rolled non-oriented electrical steel.
The plaintiffs have made these accusations.
According to six separate notifications, the petitioners have alleged that the domestic industry is suffering material injury as a result of dumping of these products imported or exported from China to India. It has called for the imposition of anti-dumping duties on these imports to protect them against cheap imports. If these dumplings are found to have caused significant harm to domestic actors, the DGTR recommends the imposition of anti-dumping duties. The Ministry of Finance makes the final decision on the imposition of these charges.
