On October 24, millions of people around the world waited to see whether a Soviet ship bound for Cuba and carrying additional missiles would attempt to break the American naval blockade around the island. Amid the tension, on October 26, Soviet leader Nikita Khrushchev wrote a long letter to Kennedy proposing an agreement.
The Soviet Union had set two conditions for removing weapons from Cuba.
