The State Council has emphasized promoting a new culture of marriage and motherhood. He said that the importance of marriage at the appropriate age and joint care of children by parents must be explained. These include better maternity insurance, maternity leave, subsidies and medical facilities for children. The council has recommended local governments to allocate budget for child care centers and waive taxes and fees for such services.
