Haryana Chief Minister Naib Singh Saini said there is no shortage of DAP fertilizer in the state. There are adequate stocks of DAP available in the state.
The Chief Minister spoke on the call-up motion moved in the Haryana Assembly regarding the DAP.
Naib Singh Saini said the government also has data on how much fertilizer is available in which packets in the state. If any member needs information, this information will also be available to them. There is currently no shortage of DAPs in the state.
He said that he is also the son of a farmer, he knows what the problem with fertilizers is. He said that 1,10,200 metric tonnes of DAP have been allocated for the month of November.
Replying to a question raised by another member regarding availability of DAP stock in Sirsa, the Chief Minister said that the initial stock of DAP available in Sirsa district on October 1, 2024 was 1063 MT and today, November 18, They were 2217 MT. is available.
Similarly, even today there are stocks of 2,087 metric tonnes of DAP in Hisar district. In Hisar, 216 metric tons more fertilizer has been administered than last year.
The Chief Minister reiterated that there is no shortage of DAP fertilizers in the state. Only rumors are spread about shortage of fertilizers and farmers are misled. There are adequate stocks of DAP available in the state.
Reserve Bank Ombudsman paid courtesy call on Chief Minister Nayab Singh Saini,

Reserve Bank of India (RBI) Ombudsman Shri Rajeev Dwivedi paid a courtesy call on Haryana Chief Minister Nayab Singh Saini in Chandigarh.
During the meeting, the Ombudsman briefed the Chief Minister about various measures being taken by the Reserve Bank of India for the protection of customers. Importantly, the meeting discussed the Reserve Bank’s Integrated Ombudsman Plan 2021, which functions as a single window as per the principle of “One Nation, One Ombudsman”.
In the meeting, the Chief Minister highlighted the need for people to take precautions while carrying out financial transactions, so as to protect themselves from digital frauds.
The Chief Minister said that people should not transfer money for investment offers in stocks, cryptocurrencies, etc. and they should also be protected from digital arrest. Additionally, information about alleged frauds on the Government of India’s portal sancharsathi.gov.in was also discussed in the meeting.
The Ombudsman drew the attention of the Chief Minister to the recent efforts undertaken by the Ombudsman Office of the Reserve Bank of India in Chandigarh in this area, including specific public awareness programmes. He also handed over to the Chief Minister a copy of the booklet ‘Raju and the Forty Thieves’, published by the Reserve Bank of India, which provides detailed information on the modus operandi of financial frauds.

The state government is administratively capable of managing all types of fertilizers in the state.

Haryana Agriculture and Farmers Welfare Minister Shyam Singh Rana, while responding to the attention related to DAP, said that the state government is administratively capable of making arrangements for all types of fertilizers in the state and their proper distribution as per the needs of farmers. He said that the Government of India assesses the fertilizer needs on a seasonal and monthly basis, prepares a plan and sends it to the concerned state. The Haryana Agriculture and Farmers Welfare Department also monitors the requirements, supplies, sales and stocks of urea, DAP and other fertilizers on a daily basis. The Government of India also reviews the supply plan with the State, including fertilizer suppliers, through video conferencing every Tuesday.

The Minister of Agriculture and Farmers Welfare said oilseed sowing is almost over and wheat sowing is in full swing. Phosphate fertilizers are applied/drilled during sowing and urea is generally used as a spray on crops. Last year, DAP sales in Rabi season were 2 lakh 30 thousand metric tonnes and similar sales are expected in the current Rabi season 2024-25. The Government of India has allocated 2 lakh 60 thousand metric tonnes of DAP for the current Rabi 2024-25 season. DAP allocation for October and November 2024 is 2 lakh 25 thousand metric tonnes. The state had a stock of 54,000 metric tonnes at the beginning of this year’s Rabi season and till November 16, 2024, 1 lakh 52 thousand metric tonnes of DAP was received from the Government of India. Thus, 2 lakh 6 thousand metric tonnes of DAP fertilizer have been made available to the state so far, of which 1 lakh 86 thousand metric tonnes have been consumed till November 15, 2024. During the same period of the year Last, 1 lakh 65 thousand metric tons of DAP were consumed. It is clear from this that consumption during the same period this year has been higher compared to last year. 21,000 tonnes of DAP are still available in the districts.

He said farmers in the state not only depend on DAP but also use NPK and single super phosphate (SSP) fertilizers as per their choice to grow Rabi crops. To ensure complete nutrients to the crop, these fertilizers have also been made available to the farmers of the state.

He reported that at the beginning of the Rabi season, stocks of 43,000 metric tons of NPK were available. A quantity of 28,000 metric tons of NPK was received from October 1 to November 15, 2024. Thus, the total availability of NPK fertilizers is 71,000 MT, of which 49,000 MT have been consumed and 22,000 MT of NPK are still available in the state.

Similarly, at the beginning of the Rabi season, a stock of 80,000 MT of simple superphosphate (SSP) was available. A quantity of 14,000 metric tons of Single Superphosphate (SSP) was received from October 1 to November 15, 2024. Thus, the total availability of Single Superphosphate (SSP) fertilizers is 94,000 MT, of which 25,000 MT have been consumed and 69,000 MT of Single Superphosphate (SSP) are still available in the State.

The Minister of Agriculture and Farmers Welfare said that considering the above facts, DAP and urea fertilizers are available in abundance in the state. The state and government of India continuously monitor the supply of fertilizers. The government is committed to ensuring the availability of all fertilizers needed by the agricultural community in the state. Regular inspections are carried out to ensure that the supply of fertilizers reaches the farmers themselves. Strict action is being taken against unscrupulous elements. Since April 1, 2024, 185 searches have been carried out and 105 show cause notices have been issued. Apart from these, 2. Licenses have been suspended and 8 licenses have been cancelled. Likewise, 7 FIRs have been registered and sales have been stopped in 16 cases.

Giving additional information in the context of Attention Call Motion No. 9 in the House, Shyam Singh Rana said that during the last Rabi season in Nuh district, the consumption of DAP from October 1 to November 15 of 2023 was 2,680 metric tons.
