Haryana News: Participation of new MLAs in first session commendable: Kalyan

Chandigarh News (Aaj Samaj) Chandigarh: The proceedings of the first session of the 15th Haryana Legislative Assembly lasted for 26 hours and 19 minutes in a total of 5 meetings. Vice President Harvindra Kalyan termed the participation of new MPs in this session as commendable. Kalyan said that in future continuous efforts will be made to improve the quality of legislative functioning. This session began on October 25 and after taking oath to the newly elected MLAs on the first day, Harvindra Kalyan was unanimously elected as the Speaker and Dr Krishna Midha as the Vice President. The session began on November 13 with the speech of His Excellency the Governor. This speech was debated for 11 hours and 50 minutes on November 13 and 14, in which a total of 69 members participated. Among those who participated in this discussion, 34 MLAs were elected for the first time and spoke on the Governor’s speech for a total of 3 hours and 50 minutes. These members took between 6 and 13 minutes to speak. The Chief Minister responded to this discussion in 2 hours 27 minutes. Apart from this, those who participated in the discussion included 32 BJP members, 31 Congress members, 2 INLD members and 3 independent members.

For modifications to the bills, 4 communications were received from the members elected for the first time and were discussed. The former MPs also put forward several suggestions which were positively discussed in the House. Of the 7 pieces of information accepted for the motion for attention in the session, 4 were from the new elected members. The Vice President said that during this 5-day session, 5 opinions and observations have also been given on his part. A five-member committee for the state song was formed on the last day of the session. MLAs Geeta Bhukkal, Vinod Bhayana, Balwan Singh Daulatpuriya and Aditya Devi Lal have been included in this committee formed under the chairmanship of MLA Laxman Singh Yadav.

future priorities

Speaker Harvinder Kalyan spoke to reporters and also shared his priorities for the future. He said a training program will be organized for MLAs before the budget session. Arrangements will be made for training of Legislative Assembly staff. A cell will be formed in the library to help MLAs in their legislative work. He said one can visit the Lok Sabha and Legislative Assemblies of other states to study the nuances of legislative functioning. Committees of the Legislative Assembly will also be formed soon. He also assured to seriously consider the journalists’ suggestions.
