The once cordial relations between India and Canada are now facing unprecedented strain. The latest allegations related to the Canadian cyberattack have added another layer to the complex web of diplomatic and security disputes between the two countries. Canadian spy agency CSE (Communications Security Establishment) has included India in the list of countries like China, Russia, Iran and North Korea in its National Cyber ​​Threat Assessment Report for 2025-26. This means Canada believes it is at risk of cyberattacks from these countries.

What’s in the report from the Canadian intelligence agency CSE?

The report accuses India of using its cyber capabilities to surveil Khalistani elements and their opponents abroad. CSE in its report has alleged that India is involved in cyber activities aimed at monitoring and tracking Khalistan supporters and other opponents living abroad.

Following Canada’s allegations of India’s involvement in the murder of Khalistani terrorist Hardeep Singh Nijjar, a pro-India hacktivist group launched distributed denial-of-service (DDoS) attacks against Canadian websites, the CSE report alleges. Many Canadian military websites were also affected by this cyberattack.

India had earlier said that Canada’s allegations lack credible evidence and that it was making baseless claims, ignoring the impact it would have on diplomatic relations between the two countries. However, there is no mention in this Canadian Intelligence Agency report of long-standing Indian complaints about the activities of Khalistani terrorists in Canada. This report comes at a time when the Hardeep Singh Nijjar murder case is being investigated, raising questions about Canada’s intentions.
