In the Jharkhand Assembly elections, the Jharkhand Mukti Morcha (JMM)-led India Block won 56 assembly seats. The magic number for majority in the 81-member Jharkhand Assembly is 41 seats. After the big victory, Chief Minister Hemant Soren also met the Governor and demanded the formation of the government. There is no doubt that Hemant Soren will be the CM, but what will be the outlook for the government? This does not become clear until three days after the results arrive. The Congress is seeking a powerful stake in the JMM-led government.
The Congress had sought the post of deputy CM in Hemant Soren’s new government in Jharkhand, but the matter did not work out. When the JMM refused to give up the deputy CM post, the party demanded four ministerial posts. The Congress is busy negotiating four ministerial posts, but looking at the latest picture of the Jharkhand Assembly, this too is considered difficult. Congress leaders are trying to negotiate with JMM, but considering the party’s bargaining power, discussions have started to such an extent that Congress’s condition in Jharkhand has become similar to that of Jammu and Kashmir. Before understanding why this is being said, it is important to know what happened to the Congress in Jammu and Kashmir.
What happened in Jammu and Kashmir?
Jammu and Kashmir is being discussed because after the victory of the ruling coalition there, the image of the assembly became such that the National Conference was no longer dependent on the Congress to form and run the government. The result was that despite all efforts, the Congress could not get the desired cabinet position till the day of formation of the government and in the end announced that it would not join the government but would support it from outside. National Conference leaders have also said that Congress is not included in the government. In the Jammu and Kashmir elections, the National Conference emerged as the largest party by winning 42 seats, while the Congress won six MPs.

With the support of a Left MLA and an Aam Aadmi Party MLA as well as four independent MLAs, the National Conference reached 48 seats in the numbers game, which is also a necessary magic number. Congress’s support to Omar Abdullah’s government in Jammu and Kashmir is no longer necessary or mandatory for it. The result of the National Conference losing its dependence on Congress was that the bargaining power of the Grand Old Party was weakened and it had to announce external support for the government despite the pre-election alliance.

What is the assembly scenario like in Jharkhand?
If we look at the current scenario of the Jharkhand Assembly, JMM, which leads the India Block in the state, has 34 MLAs. With 16 MLAs, Congress is the second-largest party in the alliance in terms of seats. Lalu Yadav-led Rashtriya Janata Dal is the third largest constituent party by winning four seats and the CPI (ML) is the fourth largest constituent party by winning two seats. India Block has won a total of 56 seats and even if the 16 Congress MLAs are subtracted from this number, the ruling alliance has the support of 40 MLAs, which is just one less than the majority figure.
