Haryana civil service officer Kulbhushan Bansal has been arrested for sexually exploiting a Dalit contractual employee. After this he was produced before the court, from where he was sent to one-day police remand. A police team is investigating this matter.
Hisar Additional Superintendent of Police Rajesh Kumar Mohan said a Dalit employee posted in the Haryana Public Health Department lodged a complaint against civil service officer Kulbhushan Bansal. In that he has been accused of casteist comments and sexual exploitation for 6 months.
Based on this complaint, a case has been registered against Kulbhushan Bansal under sections 377 (unnatural offences) and 506 (criminal intimidation) of the Indian Penal Code and sections of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities). This incident occurred six months ago.
The accused Kulbhushan Bansal was working as sub-divisional magistrate or SDM of Hansi, who was suspended on Thursday following this complaint. The complainant claimed that the SDM had appointed him as a contract labourer. I used to go to his house on his invitation.
According to the victim, “He used to call me for massages at his government residence. There he tried to do bad things with me. After I refused, he sexually assaulted me at gunpoint. He tried to fire me from work. This sequence of threats continued for six months.
Concerned about this, the victim made a video of this act of the accused. After this he decided that even if he had to sacrifice his life, he would not go near her. After the video of this case went viral, the victim filed a complaint against the accused officer.
