Bihar Institute of Public Administration and Rural Development is the nodal training institute of the state government. The institute will organize a two-day national conference on new criminal laws on November 23 and 24 at its Gaya campus. This lecture will be inaugurated by Hon’ble Chief Justice of Patna High Court. Senior judges of the Patna High Court and many high courts of the country will participate in the programme. Apart from them, the Advocate General of Bihar, vice-chancellors of leading law universities, director general of police and home secretaries of all states and union territories have also been invited. District judges and other judicial officials from across the country will also contribute to the deliberations.
This national conference is an important initiative to review the implementation and impact of three new laws: the Indian Judicial Code, 2023 (BNS), the Indian Civil Defense Code, 2023 (BNSS) and the Evidence Act. India, 2023 (BSA). Which came into effect on July 1, 2024. This marks a major change in the rule of law and the criminal justice system. For the last four months, the Bihar government has organized workshops, training sessions and seminars to train administrative officials, police officers and members of the judiciary on these laws.
Program divided into 6 technical sessions
The conference is divided into six technical sessions, which will be chaired by the Honorable Judge and moderated by leading legal experts. In these sessions, the challenges and difficulties faced during the implementation of these laws will be discussed. Representatives, including district judges, police superintendents, prosecutors and lawyers, will share their experiences and present practical case studies. The objective of these sessions is to promote administrative cooperation, identify gaps and formulate strategies for the effective implementation of laws.

By inviting stakeholders from Bihar and other states, the conference seeks to create a platform for dialogue, learning and innovation. This provides a unique opportunity to learn from the experiences of other states and collectively strengthen the foundations of new criminal laws.
Beyond legal debates, this conference represents a visionary approach to governance. This emphasizes the importance of experiences shared by field officials and judicial members to fine-tune the operational dynamics of the laws and ensure their effective application.
BIPARD continually organizes events
In addition to training, BIPARD regularly organizes national conferences on important topics. Last month, a National Conference on Data Driven Governance was successfully organized at BIPARD, which was inaugurated by the CEO of NITI Aayog. Currently, BIPARD is carrying out residential training programs for 1,500 agents from various services. In which 1,200 officers are trained in Gaya and 300 officers are trained in Patna. BIPARD is committed to promoting administrative excellence and innovative governance through these types of initiatives.
