Mumbai attack plotter Zakiur Rehman Lakhvi is being seen openly on the streets of Lahore and Rawalpindi. Lakhvi was sent to prison by a Pakistani court years ago, but now roams freely. He is considered the military commander-in-chief of Lashkar-e-Taiba.
