Control of southern Lebanon will be in the hands of the Lebanese army and UNIFIL. The Lebanese government will have control over the sale and manufacture of weapons in Lebanon. South Lebanon will be monitored by the United States and international organizations.

Hezbollah chief Qasim has expressed his consent to a ceasefire, but talks will probably not take place on these terms, because Hezbollah will not lay down its weapons as long as the Gaza war continues.
