The nomination process for the nine-seat Uttar Pradesh by-elections has been completed. The election campaign is in full swing and now the time of voting is also approaching. But the discussion did not stop at one thing. That is why the Samajwadi Party did not give any seats to the Congress to field its candidate with the hand symbol. Most of the discussion is taking place regarding the Phulpur assembly seat in Prayagraj district. The Congress stood firm and said it was linked to the legacy of Pandit Jawaharlal Nehru, but Akhilesh Yadav did not vacate the Phulpur seat. Because? This can be understood in four points.

1- electoral history

Talking about the electoral history of Phulpur assembly seat, after independence this seat also remained a Congress bastion. The Congress held this seat till the assembly elections of 1967. Even the great socialist leader Dr. Ram Manohar Lohia lost the electoral battle for this seat in the year 1962. The electoral record of the 21st century seems to be in favor of the Party Samajwadi (SP).

If we talk about the last four elections (2007, 2012, 2017 and 2022), the BJP has won twice and has also contested twice from this seat. In the 2022 elections, the SP candidate’s margin of defeat in this seat was less than three thousand votes. The SP did not abandon this seat even at the insistence of the Congress, so one of the reasons behind it is its narrow defeat in the last elections and its electoral record.

2- Seat related to Doctor Lohia and Chhote Lohia

The Congress had made it a prestige issue by linking the Phulpur Assembly seat with Pandit Nehru’s legacy. This seat is the same for the SP as it is for the Congress. Phulpur, the birthplace of the Nehru family, is also the birthplace of Chhote Lohia Janeshwar Mishra, who was SP’s national vice president all his life. Dr. Lohia has contested the elections from this seat. In such a situation, the SP was not willing under any circumstances to give up this seat to the alliance partner.

It is noteworthy that Dr. Lohia was defeated in the 1962 assembly elections from the Phulpur assembly seat. Chhote Lohia Janeshwar Mishra also made Phulpur his workplace and was also an MP from Phulpur Lok Sabha seat. The problem that the SP faces is that if it leaves the seats belonging to Dr Lohia and Chhote Lohia to its ally, then it could send a wrong message to its cadres.

3- proper caste equation

Akhilesh feels the caste equation of the Phulpur assembly seat is favorable for SP. Akhilesh Yadav is talking about the PDA formula and if we talk about caste equations of the Phulpur assembly seat, the backward classes, Dalits and minorities are in a position to decide victory or defeat here. Talking about caste equations, Phulpur seat is dominated by Yadavs and Muslims.

According to estimates, there are around 76,000 Yadav voters, 54,000 Muslims, 38,000 Brahmins and 32,000 Kurmi voters in this assembly constituency. In Phulpur, there are estimated to be around 34,000 Bind, Kushwaha and Maurya voters, 16,000 Kshatriya voters along with 45,000 Pasi and 35,000 Jatav Dalit community voters. The SP has fielded a Muslim candidate for this seat. If the party manages to get some votes from other OBC castes and Dalit community along with Yadavs and Muslims, then there may be chances of victory.

4- eye on 2027

The SP’s effort is to maintain the momentum gained after its good performance in the recent Lok Sabha elections and set the tone for the 2027 UP elections through by-elections. In such a situation, the SP does not want any negligence in any seat, especially in Purvanchal. Prime Minister Narendra Modi is the MP from the Varanasi Lok Sabha seat of Purvanchal, while CM Yogi Adityanath also represents the Gorakhpur seat in the same area in the Assembly. There is also an aspect that if the SP had accepted the Congress’ demand in the by-elections, it would have also become a seat sharing formula for the 2027 elections and Akhilesh Yadav did not want this.

The vote will be held on November 20.

The by-election for Phulpur assembly seat was to be held on November 13. Many parties, including the BJP and the BSP, had appealed to the Election Commission to change the date of polling citing the festival of Kartik Purnima. At the request of political parties, the Election Commission has changed the voting dates. Voting for Phulpur seat will now be held on November 20 instead of 13. The election results will be known on November 23.
