The government has taken important steps and paved the way for direct talks to get feedback from soldiers on the One Rank One Pension (OROP) scheme. The Ministry of Defense recently issued an instruction in which only non-commissioned officers and soldiers were invited to participate in this debate.

A meeting of soldiers with Defense Minister Rajnath Singh will be held soon in which ex-servicemen will give their opinion on the implementation of the OROP scheme and grievances related to the same. The government recently recognized the 10-year completion of this plan, which began in 2014.

Under this instruction, officers and junior non-commissioned officers (JCOs) will not be included in this dialogue which directly reflects the government’s intention to listen to the voices of the most affected personnel.

Focused on OROP beneficiaries

In a letter sent by the ministry in this regard, emphasis is placed on including the military who benefit the most from the OROP plan. The units have been directed to nominate one Havildar, one Naik and three constables who have received financial aid under OROP. This initiative provides a unique opportunity for soldiers to share their experiences and be part of the policy-making process.

RFMO: Benefits and challenges

Without a doubt, OROP has provided economic benefits to many soldiers, but some shortcomings still remain. So high-ranking agents, honorary lieutenants and captains still face economic inequalities.

Despite previous conversations with the Minister of Defense, many soldiers felt that their opinions were not taken into account. The government’s current approach of prioritizing the voice of the scheme’s most advantaged OROP beneficiaries has raised questions about whether issues such as those of the least benefited will be addressed.

Soldier expectations: equality for all

Many soldiers are now wondering whether the government will ensure equal consideration for all affected personnel. Will this debate be limited to hearing only those who have had positive experiences, or will it be expanded to recognize the difficulties of those whose financial situation has not improved significantly? It remains a major concern that directly reflects the expectations and hard work of the Indian armed forces.

Commissions and pending reports

The government had constituted a single-member judicial committee to review the OROP, but its report is yet to be made public. Soldiers hope that this report will be made public and its recommendations implemented so that justice can be ensured for all. The soldiers are always ready to defend the country, now they expect fairness and justice from the government.
