Now a new Haryana Assembly building can soon be constructed; in fact, the approval of the National Green Tribunal was necessary to construct the new building and that is why. This matter is stuck in limbo. It is noteworthy that during the last term of the assembly the construction of a new assembly building in Chandigarh was to be considered, but to complete its formalities, the most important thing was to obtain approval from the National Green Tribunal.
The way has been cleared for the construction of a new Haryana Assembly building in Chandigarh. The National Green Tribunal has approved it. Earlier, the Union Environment Ministry excluded 12 acres of land located in Sector 2 of Panchkula from the no-construction zone. This land was previously within the ecosensitive zone. The ministry has also issued a notification in this regard.
The new Haryana Assembly building will be constructed on ten acres of land on the road from Chowk railway station to IT Park. The Chandigarh administration provides this land to Haryana. In exchange for this land, the Haryana government proposed to hand over 12 acres of land in Sector 2 of Panchkula to the Chandigarh administration. But the Chandigarh administration refused to take this land because it was in the eco-sensitive zone.
At the same time, Shiromani Akali Dal expressed objection to the approval given by NGT for the new Haryana Assembly building in Chandigarh. Party leader Dr Daljit Singh Cheema said Chandigarh belongs to Punjab. The Central Government is illegally occupying Chandigarh.
A provision of Rs 50 crore has been made for the new assembly building in the 2023-24 budget. Because it is located in the ecological zone, no construction of any kind can be carried out on this land. Therefore, the Chandigarh administration had expressed its objection to taking this land. It is said that this land will soon be transferred to the Chandigarh administration. Former Assembly Speaker Gyan Chand Gupta had made a lot of efforts to construct the new assembly building. He had raised this issue several times before Prime Minister Narendra Modi, Home Minister Amit Shah and former Chief Minister Manohar Lal. He also met Union Environment Minister Bhupendra Yadav to obtain environmental clearance. He also thanked everyone for this. Gupta has expressed the hope of incumbent Speaker Harvinder Kalyan that under his leadership the new Haryana assembly building will be built in a grand style in Chandigarh.
Punjab has expressed its protest
Punjab has expressed its opposition to Haryana’s new assembly building. Punjab Chief Minister Bhagwant Mann and other ministers had expressed opposition to giving land for the new building in Chandigarh. Also, a request for land in Chandigarh for the new Assembly and High Court was requested from the Chandigarh administration. In fact, once the proposed new delimitation is implemented, the number of MLAs in Haryana will increase from 90 to 126. There is room for only 90 MLAs in the Haryana Assembly. After delimitation, it will be difficult for 126 MLAs to meet. In such a situation, the need for a new building arose.
