He said the Chief Secretary, through the Divisional Commissioners, should direct the district magistrates to exercise extra vigilance in verification of persons applying for identity cards. The letter said the police commissioner should instruct officers at the regional level to be extremely cautious, especially when inspecting people settled on the roadside and on vacant government land for illegal encroachment.
