The meeting of the IAEA Board of Governors is scheduled for next week. Several European countries are advocating for a resolution to increase scrutiny of Iran’s nuclear program and pressure it to return to talks. The IAEA Chief’s visit is believed to be the result of this pressure: the IAEA monitors nuclear programs around the world.

This change in Iran’s stance is surprising, because just a year ago, Iran had imposed sanctions on nearly a third of the members of the IAEA monitoring team. Tehran had branded the foreign inspectors “extremists,” further raising tensions between Iran and the international community over its nuclear activities.
