Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath has made a big announcement for the festive season. Yogi has said that from October 28 to November 15 there will be 24-hour electricity across the state. He has directed the officials to take full care of the convenience of the people so that people can celebrate the festival with enthusiasm. The Chief Minister has also said that complaints of harassment of traders should not come from anywhere and the administration should take their cooperation to reach agreements.

Chief Minister Yogi Adityanath convened a state-level meeting on Thursday in which necessary guidelines were given to the government and administration officials on important issues such as smooth organization of upcoming festivals, cleanliness, improvement of law and order, etc. All divisional commissioners, district magistrates, ADG (zone), all police commissioners, inspector general of police, deputy inspector general of police, etc., senior officials were present in the meeting. In the meeting, Yogi was briefed one by one by all the Additional Chief Secretaries/Principal Secretaries about their departmental preparations in view of the festivals. The main guidelines given by Yogi in the meeting are as follows:

  1. Thanks to improved law and order, continuous dialogue and cooperation of all sections of society, in recent years all festivals in the state are celebrated in a peaceful and harmonious atmosphere. Be it the fairs or festivals of Rakshabandhan, Shri Krishna Janmashtami, Durga Puja, Dussehra and Shravani like Eid, Bakrid, Barawat, Muharram etc., there was a pleasant atmosphere in the state at every festival. This sequence of better teamwork and public cooperation must continue.
  2. In the coming days, there will be special festivals like Dhanteras, Ayodhya Depotsav, Deepawali, Govardhan Puja, Bhai Dooj, Devotthan Ekadashi, Varanasi Dev Deepawali and Chhath Mahaparva. Apart from this, fairs like Panchkosi, 14 Kosi Parikrama, Kartik Purnima Snan, etc. are also organized in Ayodhya. This moment is delicate in terms of peace, security and good governance. Learn from past experiences. During this festival season, the entire UP team, including the police and administration, will have to remain alert 24/7.
  3. To ensure that all festivals are celebrated in peace and harmony, all efforts should be made keeping in mind local needs. Review the activities of the last month and sanction the identified miscreants and lawless elements. Strict action must be taken against rogue elements trying to spoil the atmosphere. This is a time of joy and happiness; In this case, no disturbances can be accepted. It would be appropriate to respond to lawless and evil-doing elements in their own language.
  4. Increase surveillance on social networks. There should be a team in every district that keeps monitoring social media. Strict action must be taken against those who create fake accounts and spread rumors or fake news that harm the environment.
  5. There is also a tradition of installing statues of goddess Lakshmi and Kali on the occasion of Diwali. Contact the organizations/committees involved in the installation of the statue. Adequate police force should be deployed in sensitive areas. Before Diwali, coordinate communication with religious leaders of different communities and the Peace Committee.
  6. On the occasion of Dhanteras and Diwali, families from all economic groups do some shopping. There will be more activity in the markets. Meanwhile, all district magistrates and police captains must ensure that complaints of harassment of traders do not come from anywhere. Take advantage of their cooperation in making arrangements and provide them with the necessary support.
  7. For Diwali, ensure that firecracker shops or warehouses are away from populated areas. When there is purchase/sale of firecrackers, adequate measures should be taken so that the fire brigade can deal with it. The police force must also remain active. The firecracker store must be in an open place. The license/NOC should be issued to them on time. Strict action should be taken against illegal storage of firecrackers.
  8. All beneficiaries of Ujjwala Yojana should receive free LPG cylinders before Diwali. There should be no delay in this at any level. Coordinate with agencies as well.
  9. Holidays and festivals are occasions of happiness. Every person is in joy and happiness. Mischievous elements may make malicious attempts to unnecessarily provoke people from other communities; Be attentive to these matters. Prepare a traffic plan according to the needs of each city. Make sure that people coming to the market do not get stuck in traffic jams. Additional police forces should be deployed in sensitive areas. Police must conduct foot patrols every day at night.   10. A small incident can turn into a big dispute due to carelessness. In such a situation, additional vigilance is necessary. Quick action and communication help manage adverse incidents. On receiving information about any untoward incident, senior officers such as district magistrate and police captain themselves reached the spot without delay. Senior officials must take the initiative on sensitive matters.
  11. The grand event of Ayodhya Depotsav will be celebrated on October 30 this year. This is the first Deepotsav after the consecration of Lord Shri Ramlala in the grand, divine, new Shri Ram Janmabhoomi temple. Naturally, this time the presence of devotees at the festival of lights will be relatively greater. Likewise, Dev Diwali will be celebrated in Varanasi on November 15. In such a situation, security and crowd management measures at both major events should be better. All necessary preparations must be completed on time as per the dignity of Depotsav and Dev Diwali.
  12. The Chhath festival should be organized as a standard “cleanliness and safety” festival. The Urban Development Department and Panchayati Raj should make special efforts to ensure that there is an atmosphere of cleanliness across the state during puja/rituals on the occasion of Chhath festival. With due respect to the faith of the people, it must be ensured that rivers and reservoirs are not polluted. The ghats of rivers and reservoirs must be cleared and traffic must also be managed.
  13. On this occasion of joy and excitement, it is advisable to ensure 24-hour uninterrupted power supply across the state from October 28 to November 15. The Power Corporation should make necessary preparations in this regard.
  14. Emergency health services and trauma services must continue on an ongoing basis. There should be easy availability of doctors everywhere, be it a village or a city.
  15. Adulteration is playing with the lives of common people. In view of the festivals, the food testing process should be expedited but there should be no attempt at harassment in the name of testing.
  16. In this cheerful atmosphere of parties and festivals, it is natural that the movement of people increases. A large number of people are heading home. In such a situation, the transport department should increase the number of buses on rural routes. Never allow buses in poor condition to travel on the road.
  17. Senior officers posted in police stations, circles, districts, ranges, zones and divisions must communicate with eminent people of the society in their respective areas. It is necessary to cooperate with the media to maintain the atmosphere of peace and harmony.
  18. Considering the sensitivity of the districts sharing border with the nation of Nepal, efforts should be made to further enhance intelligence here.
  19. A nodal officer should be appointed in all departments for timely and satisfactory resolution of complaints and requests received from the general public through IGRS, Sampoorna Samadhan Diwas and CM Helpline or at the level of Prime Minister, Chief Minister or Ministers. It should be reviewed every day. You must speak with the complainant and take their comments. Similarly, nodal officers should also be appointed at the departmental level in the districts. In some cases, field visits must be conducted using a random method to verify that the problem has been resolved.
