Shimla A three-day workshop on quality of education in Himachal began at the Himachal Pradesh Institute of Public Administration (HIPA), Shimla on Thursday. Education Minister Rohit Thakur inaugurated this workshop to be held under the joint auspices of Samagra Shiksha and HIPAA on the topic ‘Quality Education in Himachal’. At the workshop, former Union Education Secretary Anil Swaroop, Education Secretary Rakesh Kanwar, Central Government Deputy Education Secretary Lingaraj Panda, Director of Comprehensive Education Rajesh Sharma, Director of Higher Education Dr. Amarjeet Sharma, the Director Primary Education Ashish Kohli, Director Primary Education BR Sharma, Additional Director HIPAA Prashant Sarkaik were especially present.
On this occasion, Education Minister Rohit Thakur said that after the formation of the government in Himachal, Chief Minister Sukhwinder Singh Sukhu entrusted him with the task of improving the quality of education. With this thought in mind, important decisions are being made in the field of education. The Education Minister said the state government’s difficult decision to merge schools was taken in this direction. The idea behind this is that the education system in the state schools should be better. He said the government has started the work of reforming the education department.
The Education Minister said that when the Congress government came to power in the state, around 15 lakh teaching posts were vacant. Under the leadership of Chief Minister Sukhwinder Singh Sukhu, the government took a decision to fill up the vacant posts of teachers in the education department. More than 6 thousand positions were approved to be filled in the Department of Primary Education alone and it was the first time in the history of the state that 3,200 teachers were hired in batches. Similarly, PGT teachers are also being deployed. He said the state government’s priority is to deploy these teachers in schools where there is an acute shortage of teachers. He said teachers have been deployed especially in remote schools.
Total prohibition of teacher transfers in full session
The Education Minister said that the state government is working on the policy of not having political interference in the education department. He said the government took a big decision and completely banned the transfer of teachers during the session. The Minister of Education said that the focus is being placed on teacher training for quality education. Sending teachers to Singapore on an exhibition tour and training school principals at IIM Sirmaur are steps in this direction.
The Education Minister said that the state government has decided to strengthen SCERT and district DIETs so that teachers get better training. He said that the government has taken an important step in the field of education and has decided to teach in English in schools. However, he also emphasized on the preservation of languages like Punjabi and Urdu.
Make sure everyone is involved in the preparations for the test survey.
The Minister of Education called on everyone to cooperate regarding the test survey to be carried out in December and said that everyone must participate in its preparations. He said the performance in the test will be the overall performance of Himachal. In such a situation, everyone will have to strive for it. Calling on all teachers to improve the quality of education, the Education Minister said that policies are formulated at the government level, but the responsibility of implementing them at the grassroots level lies with the teachers. He said that in the coming times more measures will be taken to improve education. He expressed hope that this three-day workshop would help improve the quality of education.
Himachal moving in right direction: Anil Swarup
At the workshop, former union education secretary Anil Swarup said Himachal is doing better in many aspects. Giving examples, he said some diets are doing well in the state, other diets can also emulate them. Similarly, the work of many teachers who are doing good work can be shared with other teachers. He stood out in strengthening the DIET and strengthening teacher training. He said Himachal can also take help from NGOs in education, there are many NGOs in the country who do better work and whose help can be availed.
State govt showed willpower to take big decisions: Rakesh Kanwar
Education Secretary Rakesh Kanwar said the state government has shown great will to improve education. He said that in the last two years the government has made decisions that will help improve the quality of education. The government’s decision to merge schools goes in this direction. He said the government’s decision to start a cluster system for schools is also yielding better results. He said to address the problem of low number of children, the government is working to open residential schools and boarding schools.
They ask the center to adopt a flexible attitude in the use of funds
The Education Secretary urged the Central Government to adopt a flexible attitude towards funds given to states for education. He said states should be given flexibility in using the fund. He also urged the Central Government to release funds for recurrent expenditure. He said this three-day workshop will prove to be an important step towards improving education in the state. Deputy directors of Education, directors of DIET, school directors, teachers, MAC of schools and nodal officials of various programs assigned to the Directorate of Comprehensive Education participate in this workshop.
