His move away from the ‘Bharatiya Janata Party’ seemed to indicate that he would be close to the Congress, but in 1999, without guarantees of his support, the Congress failed to form a government and relations between the two parties deteriorated. In the 2002 Uttar Pradesh Assembly elections, the Samajwadi Party fielded candidates for 391 seats, while in the 1996 elections it had contested only 281 seats.

In 1993, he became Chief Minister of Uttar Pradesh for the second time.
