23 proposals were approved in the UP government’s cabinet meeting held on Friday under the leadership of Chief Minister Yogi Adityanath. The proposal to extend Metro Rail’s Aqua Line service between Noida-Greater Noida was also approved. This decision has been taken to further ease traffic from Noida Sector 51 Metro Station to Greater Noida’s Knowledge Park-20. Apart from this, the Yogi cabinet also approved the proposal to provide seed capital for expansion of 9 urban development authorities in the state.

Along with this, allocation of funds for transmission line and substation of 800 MW solar project in Chitrakoot was also approved. Apart from this, the cabinet also approved the proposal to add 80 villages in Kanpur Development Authority limits under the Chief Minister’s Urban Expansion Plan. This decision was taken keeping in mind the development of Kanpur city.

Noida-Greno Aqua metro line to be expanded

Finance Minister Suresh Khanna told mediapersons at Lok Bhavan on Friday that the Cabinet was considering extension of the 17.435 km long metro line from Noida Sector-51 metro station to Knowledge Park-20 from Greater Noida to further facilitate traffic from Noida to Greater Noida. The proposal has been accepted by. On this, the government of India will spend Rs 394 crore and the state government will spend Rs 394 crore. 40 per cent of the amount will be sanctioned by the state government and 60 per cent will be sanctioned by the Greater Noida Authority.

80 villages to be included in Kanpur Development Authority

Finance Minister Suresh Khanna said the Council of Ministers decided to add 80 villages within the Kanpur Development Authority limits. Keeping in mind the development of Kanpur city, this proposal was approved. This decision was taken under the Chief Minister’s Urban Expansion Plan. Apart from this, Rs 3,000 crore has been proposed for expansion of other urban areas of the state. In this case, 50 percent of the money will be given to 9 development authorities and the housing development council for the purchase of land.

Under this, a proposal was approved to provide Rs 4,164.16 crore as seed capital in 14 schemes of development authorities of Saharanpur, Mathura-Vrindavan, Firozabad, Shikohabad, Lucknow, Moradabad, Khurja, Banda and Meerut. 1,285 crore has been sanctioned for this in this financial year.

Guarantee sinking fund to be created in Uttar Pradesh

The Finance Minister said that the state government provides loans from various financial institutions to departments such as infrastructure, cooperation and rural development. As per the guidelines of the Central Finance Commission and the CAG, it was decided to create a Redemption Guarantee Fund in UP. According to this, if the loan of any department defaults, it can be repaid from the fund. There is provision for this fund in 19 states of the country. The Uttar Pradesh government has taken a guarantee of Rs 1,63,399.82 crore for this fund. It has been decided to keep Rs 8,170 crore in this fund. Further, a provision of Rs 1,634 crore will be made every year in the general budget of UP for this fund. He said no department of Uttar Pradesh is a defaulter.

Extra neutral alcohol without GST

Finance Minister Suresh Khanna said that after the amendment of the Central Act, the Council of Ministers also took a decision to amend the GST in Uttar Pradesh. Under this, extra neutral alcohol (the main raw material for making alcoholic beverages) was removed from GST and included in VAT. This will increase UP’s revenue. Until now, UP was getting 50 percent revenue from neutral extra alcohol, while after this decision it will get 100 percent profit in terms of revenue. This will not bring any change in the prices of alcoholic beverages in the state.

Rs 620 crore approved for solar energy

Urban Development and Energy Minister AK Sharma said Bundelkhand has emerged as a huge potential for solar energy. Currently, 4 thousand MW of solar energy is in different stages of implementation in the state. An 800 MW project is currently being constructed in Chitrakoot. The electricity produced from this will be transmitted through the Government of India’s Green Energy Corridor. For this, two lines of 400/220 KV and 500 MVA will be built, which will cost Rs 619.90 million. Approval has been received from the Council of Ministers.

AK Sharma said that substations and transmission lines will be built with this amount. The Government of India is providing assistance in this. In this, the Government of India will donate 33 percent i.e. Rs 204.57 crore as capital grant. The state government will invest 20 per cent i.e. Rs 23.98 crore as equity capital. Further, 47 percent i.e. Rs 291.35 crore will be implemented through a loan from German organization KFW. He said that under the Green Energy Corridor, the Government of India has approved projects worth more than Rs 4,000 crore, under which this work is also being carried out.

71 new public universities will operate in UP

To provide better higher education opportunities in Uttar Pradesh, the state government will run 71 newly built and under-construction colleges as government colleges. Here, in addition to getting higher education opportunities at a normal price, 2,556 positions will also be hired. The cabinet on Friday approved this proposal from the Department of Higher Education. Higher Education Minister Yogendra Upadhyay said there are currently 171 public universities operational. In this sequence, out of 71 other colleges, 17 are being run as constituent colleges of state universities, while the rest are almost ready. Now all these 71 universities will be managed by the government.

All these will function as government universities and all the facilities and fees here will be like those of government universities. The government will bear the entire cost of development of these colleges, in which studies will be started in the colleges of Arts, Commerce and Science. For this, 71 posts of Director, 1136 posts of Assistant Professor, 639 posts of Class III employees and 710 posts of Class IV employees will be recruited. In this, 1,846 posts will be created, while outsourced employees will be hired for 710 class IV posts. At present there is one public university in the state for a population of 11.70 lakh. After opening of these 71 public universities, one government university will function for a population of 8.26 lakh. Permission has been given for a private university in Bijnor, it is said that in the next five years a university will be opened in each district.
