From 1974 to 1988, Naeem Qasim served as director of the Association for Islamic Religious Education. Qasim monitored Hezbollah’s network of schools. In 1991 he was elected Deputy Secretary General of the group. He is a member of Hezbollah’s executive council called the Shura Council.
